Local Government Reorganisation in Oxfordshire
Three competing proposals for local government reorganisation in Oxfordshire have been submitted, offering options of one, two or three new unitary councils.

Three proposals have now been put forward for local government reorganisation in Oxfordshire.
The proposals are for:
– one council covering the whole of Oxfordshire – proposed by Oxfordshire County Council. Known as One Oxfordshire – https://www.oxfordshire.gov.uk/council/local-government-reorganisation-and-devolution/one-oxfordshire
– two councils covering Oxfordshire and West Berkshire – proposed by the Oxfordshire District Councils, West Berkshire Unitary Authority and Oxford City Council. Known as Two Councils – https://twocouncils.org/home
– three councils covering Oxfordshire with a proposed ‘greater Oxford’ area – proposed by Oxford City Council. Known as Three Councils https://www.oxford.gov.uk/three-councils

These will be considered by the proposers (District Councils, County Council and City Council) at meetings (Cherwell’s is on 10 November at 6pm) and will be submitted to the Secretary of State for consideration in due course.
It is understood that the Government intends to conduct formal consultations with residents and stakeholders on the submitted proposals in early 2026 with a final decision expected in the summer of 2026.
